ABSTRACT

The analysis presented in this chapter assesses the extent of military prerogatives in the context of the development of the port of Gwadar and demonstrates how the military retained control of most decision-making areas throughout the period under examination. This chapter assesses the evolution of the port of Gwadar, the starting point of CPEC, against the backdrop of Pakistan’s domestic politics. As the port becomes increasingly important under the BRI, as part of the wider network of ports managed by Chinese companies, the analysis presented here looks at key developments, including the passage of the 18th Amendment, to explore the determinants of the continuity in Pakistan’s relations with China.
