ABSTRACT

The China-Pakistan Economic Corridor was elected by Chinese Premier Li Keqiang as the ‘flagship project’ of the BRI and has therefore come to represent an extremely important test case to assess the evolution of both Sino-Pakistani relations and the BRI more broadly. This chapter evaluates the extent of civilian control over the design, planning and implementation of the China-Pakistan Economic Corridor. To this end, this chapter traces the evolution of CPEC from the Musharraf days throughout the last 18 years. The analysis also discusses the concerns raised within Pakistan in relation to the project, in particular with reference to federalism as well as the financing of the projects.
