ABSTRACT

This final chapter discusses how the structure of a data economy may evolve and the challenges that will go with managing in such a new environment. It argues for a strategic look at how businesses, individuals, and governments adapt and manage the processes that underpin market transactions. This calls for an understanding of the participants in the new marketplace, applying better metrics for measuring value creation, and active monitoring of market activities. Taken together, these three approaches will allow policy-makers to better understand the new economic structure. But this has to be a constant effort, since the boundaries of the market are further changing with the advent of the sharing economy, while an ageing population is becoming a common feature of the urban landscape. The growing concerns of income disparity and the hardening of the digital divide are, therefore, likely to exacerbate the policy challenges of the future.
