ABSTRACT

The American leadership and specialists on Russia agree that the changes that took place in the USSR/Russia are irreversible in a sense that it is already impossible to restore the Stalin-Brezhnev regime with its ideology of global communist advancement. Pro-American and pro-Western businessmen and educated young people of Russia who believe in Western moral, social, economic values, and consider them their own, have great hopes for economic growth in Russia and other Commonwealth of Independent States republics. Ethnic Russian nationalism is also likely to grow putting its imprimatur on the conduct of foreign policy. The interests of the American and the Russian governments converge in the area of conversion of the military industries of Russia to peaceful production. The national interests of the United States and Russia coincide on the issue of reducing nuclear arms to the ceilings established by the START I Treaty.
