ABSTRACT

The evidence in favour of the establishment of an Inebriate Asylum, for the treatment of habitual drunkards and dipsomauiacs, is irresistibly strong. This chapter presents a report made by a doctor about the state of Inebriate retreat, Northcote, in Victoria, Australia. The report is addressed to the Secretary to the Lunacy Commissioners. One of the suggestions by the doctor concerns the payment of the inebriates. Another one is about a categorization of the retreats: one for those who are able to pay and the second for those who can only pay a small amount or nothing. The doctor says that the second type ought to be under the direct or indirect control of Government. The doctor also highlights some aspects of dipsomania and dipsomaniacs. The chapter also presents a summary of the main points of the doctor's report.
