ABSTRACT

This chapter examines the globally discussed climate-change mitigation and adaptation measures available in the field of spatial development. Climate-mitigation measures are designed to prevent or reduce the effects of climate change. Climate adaptation measures serve to help adjust to changing climate conditions. The Working Group emphasises the relevance of climate and weather phenomena to human activity. Climate adaptation deals with both the observed and anticipated future phenomena interpreted as having an impact on climate change. Differing views on climate change and variations in practice preferences can lead to conflicts and complicate the implementation of measures. Climate-mitigation and adaptation measures can find application in virtually all areas of society. The technical adaptation of buildings has therefore also been considered for both existing building stock and new buildings, with comprehensive refurbishment and modernisation work in the former case, or corresponding construction practices in the latter, which are thus able to contribute to their higher resistance.
