ABSTRACT

Cleethorpes is an east coast resort on the Humber estuary closely linked to Grimsby in physical and economic terms. As a rather remote and small town there has been little academic interest in Cleethorpes, Grimsby or the surrounding area. The 1965 Cleethorpes, Humberston and Waltham Town Map drawn up during the hey day of the resort zoned the North Promenade for railway purposes and for amusement, recreation and entertainment. The draft scheme makes its regeneration credentials clear: The rationale behind the declaration of the area as a Simplified Planning Zone is to encourage investment agencies to redevelop the area for the benefit of the resort. The most obvious precondition for the zone was uncertainty of decision making in the North Promenade and the Borough as a whole. The Cleethorpes zone was a clear attempt to use a piece of Thatcherite legislation for purposes different from those envisaged by the government.
