ABSTRACT

Mass shootings and airline crashes have an exceptionally high risk of a large number of casualties. They are therefore described in detail, and this chapter also includes comprehensive sections on how to plan for and handle other mass casualty events, how to handle crisis communication and lessons learned from COVID-19. Developing scenarios as a tool for disaster management includes looking back in history as well as anticipating the future and considering what kind of havoc can be created by nature, construction failures or people. Based on a coherent set of assumptions about key deterministic relationships and driving forces, scenarios describe plausible futures that are intended to be scrutinised and debated. Scenarios can be an excellent tool for examining how victim support should be carried out after a disaster, and the chapter contains a list of disaster scenarios that might be relevant.
