ABSTRACT

This conclusion presents some closing thoughts on the concepts covered in the preceding chapters of this book. The book examines the demands of an elite group, the Association of European Airlines, a non-elite group, the European Regional Airlines Association, and a non exclusionary group, Airports Council International. It addresses the relationship between Commission Proposal making and the form of interest representation applied to the Commission. Contemporary interest representation literature has concentrated almost exclusively on ‘traditional’ notions of policy formulation. This can be summarised as the classic statement - ‘the Commission proposes, and the Council disposes’. In the case of ground-handling, neo-liberal intergovernmentalism affected the position of DGVII, a legislative element of the European Commission. The issue of the revision of the 1993 slot-allocation Regulation is ‘seen’ by the majority of the College as primarily a transport issue; subsequently, the majority of Commissioners will support the Transport Commissioner in his view.
