The dichotomy between state and market has guided many academic debates. Scholars in health care have developed various approaches to categorising health systems of the world. In these studies, the role of the state, or the degree of state intervention in health care is recognised in some way or another. Some of the typologies are developed in the way that can be applied to societies of different levels of economic resources. The main thrust of the typology of health system policies is the identification of criteria for the classification of each national system into different major clusters. A specific principle of access serves to identify which segment of population should be eligible to health care financed or provided by the state. In addition to the principle itself, there exist various barriers that may influence people’s access to health care. Health care delivery has two major elements: delivery mechanism and service provision.
