ABSTRACT

The focus of theoretical reasoning is on the social constellations in which TA assessments are conducted as well as on appropriate role models of technology assessment. The chapter starts with a consideration of technology assessment from the “helicopter view” of social theory proposed by American pragmatism (John Dewey, Jürgen Habermas) and reflexive modernization (Ulrich Beck, Anthony Giddens, John Lash). Moving closer to technology development and its consequences, the big questions at the interface between technology and society are reviewed: the issue of technology determinism, approaches to allow for active shaping of technology according to social and ethical values, and participation. Role models for technology assessment are addressed, ending up with the model of the “honest broker”, following Roger F. Pielke. The legitimacy of transformative claims regarding technology assessment acting as honest broker but simultaneously aiming at making a difference will be scrutinized in depth.
