ABSTRACT

The most recent UNESCO 'Global Education Monitoring Report' was issued in July 2017 and focuses on 'the role of accountability in global education systems regarding achievement of the vision of UN Sustainable Development Goals'. More than 264 million school-aged children, adolescents and youth are not in school; social determinants, poverty, gender and location of residence are all factors in reading proficiency; and lack of trained teachers and adequate facilities undermine the quality of education – especially in Sub-Saharan Africa nations. Education also 'increases people's chances of leading a healthy life, deepens the foundations of democracy, and changes attitudes to protect the environment and empower women'. The 'World development report 2018: Learning to realize education's promise' is 'the first ever devoted entirely to education'. The report represents growing recognition that 'education has long been critical to human welfare', especially 'in a time of rapid economic and social change'.
