ABSTRACT

The influence of the factors which affected the growth of resource-based learning was of course felt over the whole educational spectrum from primary school through secondary school to further and higher education. ‘Resource-based learning’ will be learning based on the use of materials selected and, maybe, designed and produced, to meet specified goals. Resource-based learning and individualised learning allow for different rates of progress by students with different capabilities, backgrounds, interests and motivation. Television programmes were, therefore, prepared to enable students to study both general classroom routine and specific questions such as learning difficulties and disciplinary problems. I. D. Illich argues that the school system rests on the illusion that most learning is the result of teaching. Tutorial help can of course supplement most courses of study but it is essential to the fully effective implementation of resource-based learning or individualised learning.
