ABSTRACT

This chapter considers likely future developments in the performance review area based on both the evidence presented earlier and in light of changes in the political environment. Chief Officers and leaders were asked what future developments they envisaged seeing in the performance review system. The incoming Labour Government’s efforts to redeem the manifesto pledge is likely to make the role of performance review of even greater importance. The Scottish Office circular on Best Value recognises what it believes were the positive aspects of Compulsory competitive tendering. According to the Best Value circular, performance information is an essential component of planning, resource control and performance review. The importance of providing the right information at the right time is stressed. Whatever their position in the past, all councils will be required to adopt performance review since it is an integral part of Best Value.
