ABSTRACT

This work explores the structures that could enable Nigerians, as well as the citizens of all other nations, to enjoy free and unrestricted access to knowledge. It seeks to connect Nigerian works to the “global library”, thereby providing visibility and increasing the possibilities for impact and utilization of such works. In addition, it seeks to achieve this global library connection through the open access dual platforms of self-archiving and open access publishing, thereby enabling individuals to use and reuse scholarly works. Its goal is to provide an understanding of open educational resources as alternative avenues to accessing education, to foster citizenry participation, good governance, accountability, and democratic values, and to spur creativity and innovation through open governance and access to public sector information.
