ABSTRACT

In the area of 'cultural policy', the language used is often so complicated that it is difficult to understand what is being discussed and the validity of the conclusions reached. Everyone has an image of what they consider to be 'art' and what constitutes the 'arts'. There is little convergence, however, among these opinions as images of art and the arts remain inherently subjective. 'Arts industries' - referred to as 'cultural industries' - is a relatively new addition to Arts-Speak. The origin of this term has been traced to the discipline of economics. Economists have described arts activities in terms of industry, often in an attempt to justify both State funding and to encourage private sector sponsorship. In the period of European restoration which took place after World War Two, the notion of 'culture' assumed new significance. Different eras, different countries, different versions of what the arts are and different governmental focus on different art forms.
