ABSTRACT
In this chapter, the authors to do many things from scratch, and they were being watched by many stakeholders from varying communities. Fortunately, the project started at the perfect time, and they were lucky to move forward with it. The authors have visited more than 100 domestic and overseas organizations for literature research. As information resource industry gains popularity, it is gaining importance in the economy and social development. More and more people start to get involved in and accept the topic. The difficulties come from the countless unknown and uncertain things, ranging from concepts and principles to basic judgments.
