ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book explains the use of the multiple regression analysis used to identify key predictors of state support for public research universities. It also presents the methods of the qualitative analysis highlighting three case studies to follow: Ohio State University, University of Wisconsin-Madison, and the University of Georgia. The book provides a new framework for renewing the partnership between state governments and research universities. It discusses based on both the quantitative and qualitative analysis the implications for policy and strategy to apply what is learned. State governments play a critical role in financing higher education, while higher education institutions educate state residents and improve local economies. Drops in state support for discretionary programs such as higher education have also been attributed to a conservative shift in the federal government's role.
