ABSTRACT

This session went to the very heart of the overall theme of the Conference, which was fortunate in securing the participation of Dame Anne Warburton as the presenter. Dame Anne is a member of the Nolan Committee, ap­ pointed by the British Prime Minister on 25 October 1994:

The Committee was set up against a background of widespread concern about standards of public life in the UK, and will remain in being as a Standing Committee to advise the government of the day. Its first report, Standards in Public Life, was published at the end of May 1995 and in­ cluded in this book as Appendix 1. In the meantime, this chapter will concentrate on Dame Anne’s presentation and the resulting discussions, which took place at a time when the contents of the first report could not be definitively anticipated.
