Before discussing our study of Bill C-43 and setting forth the amend­ ments we are making to this Bill, we believe it is first worthwhile to establish the context within which our review took place. In doing so, we think that readers will share the appreciation we have developed for the complexity of contemporary lobbying for the work done in this area by others before us.
