ABSTRACT
Sensible legislation must be able to stand up in Court, should fit in with existing domestic legislation and global standards, and be accessible, both in terms of its readability and availability.
These ideals are not totally compatible or necessarily achievable, but new legislation where possible should aim to obtain a balance between compre hensibility, yet still address all necessary legal complexities.
