ABSTRACT

This chapter examines the act of budgeting for human resources. It considers the scope of the human resource function, followed by the examination of determining staffing needs for each school throughout a district. The chapter explains recruitment and selection, along with an analysis of issues affecting compensation structures, including those associated with traditional salary schedules and alternative reward systems. It also examines the legal context of budgeting for human resources; that is, the human resource budget cannot be separated from the myriad risks and obligations that have implications for total district resources. Education’s human resource function thus represents an investment rather than expenditure over time. Indeed, the human resource function is a cost that becomes an economic engine. The human resource function takes into account everyone who is employed by a school district. A school district that merely maintains the status quo cannot consistently improve its programs.
