ABSTRACT
It is one thing to talk about the desirability of super-optimizing policy analysis. It is another thing to talk about establishing or improving a set of institutions for more effectively arriving at super-optimum solutions in public policy analysis. The discussion below is also applicable to institutionalizing improved policy analysis that seeks to find the best alternative, combination or allocation among various alternatives without necessarily arriving at super-optimum solutions.
