ABSTRACT
The primary purpose of this chapter is to provide an overview of the historical development of laws relating to the inclusion of students with disabilities in the nation’s public elementary through secondary schools, including significant historical events to obtain equal educational opportunities for school-aged children and youth with disabilities. Highlights include several landmark legal decisions that have led to federal legislation mandating a free appropriate public education in the least restrictive environment.
