ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book explains the fundamentals of Diceyan Constitutionalism and central aspects of Chinese Familialism, which have mutually shaped modern Hong Kong since 1842. It reviews, in detail, the political-legal history of British Hong Kong (BHK). The book examines how the successful revenue system in BHK has underwritten the success of the Rule of Law. It considers the way China has changed categorically since 1978 and how Hong Kong is experiencing the transition to being a unique city permanently re-established within a rapidly rising China. The book provides a systematic, concluding discussion and considers how well Hong Kong Constitutionalism may be placed to cope with tests yet to come and what the prospects are for ongoing political reform in the Hong Kong Special Administrative Region.
