ABSTRACT

Network neutrality is defined as a policy that supports a free and open internet devoid of paid differences in service access and availability. All digital content was delivered at comparable speeds based on the type and amount of data communicated, not the financial relationship of the website to the internet service providers (ISP). It was the internet's communication potential that was the focus of earlier lawsuits regarding network neutrality practices and public policy. A 2010 Netflix versus Comcast challenge perhaps best illustrates the importance of network neutrality's impact on the communication potential of the internet. Another organization who advocated for keeping network neutrality was the popular third-party review site, Yelp. The multinational organization provides a digital space for customers to post reviews of recent business transactions. Yelp is also a prime example of a platform that facilitates digital dialogic communication, a theory that also defines network neutrality's impact on the communication potential of the internet.
