ABSTRACT

Scientific American reports that the 2017 decision to reject network neutrality in the United States caused the country to fall behind other developed country's consumer protection regulations. This chapter outlines how digital dialogic communication is used globally to influence network neutrality policies. The policy debate ignited in 2014, when large telecommunication service provider Airtel Zero announced that it would increase connection fees for users who access or communicate via Skype and WhatsApp. Telecom Regulatory Authority of India chairman RS Sharma reflected, The overarching thought that we had was for a country like India, internet is an extremely important platform. Emerging from the Telecoms Package was a sense of urgency in the EU to propose and review large-scale digital policies that would impact all members. Australia remains one of the few developed countries in the world without formalized national laws and policies on network neutrality.
