ABSTRACT

Phase 2 is a construct for connecting juvenile justice systems with schools. It walks through processes for defining existing positions, improving and revising systems procedures, creating cross-agency training, and fostering opportunities to initiate conversations about school accommodation for this youth population. Phase 2 focuses on the top opportunities to directly impact outcomes and systems change, but the team is certainly not limited to these specific improvements. Phase 2 covers procedures relevant toward education transition amidst the numerous transitions youth face in both child welfare and juvenile justice from shorter detention stays to longer residential facility stays. Since many of the court-involved youth contribute to these totals, it behooves schools and agencies to partner on methods to reduce incidence of such youth behaviors and, hopefully, decrease the number of discipline code violations in the school. The practice of planning around youth transitions, including transitions into or out of residential placement, districts, and/or community schools.
