ABSTRACT

The direct service procedures within phase 3 are for both education staff working toward educational planning and for caseworkers/individuals working on youth cases. Procedures describe ways in which child welfare and juvenile justice staff can address accountability in school and monitor education needs and performance consistently. This phase describes the recommended direct service procedures for all foster care, school age, crossover, and juvenile justice youth. Direct service procedures are also designed to address the individual academic needs of court-involved youth. In addition to systems collaboration and direct service supports, youth must be encouraged to choose their own path in order to foster full engagement. The form offers a standardized method for establishing a baseline for progress and can be assessed based on youth progress to goals, trauma, behavior, and current academic standing. By the close of the case, the parent should be the biggest education advocate for the youth and initiating all education meetings, decisions, and support.
