ABSTRACT

This chapter reviews the literature on transition, beginning with a general overview and then briefly considers some country-specific questions. It then goes on to discuss a number of papers which compare different organisational models and the various attempts that have been made to measure the relative productive efficiency of each. The final section on industrial policy, provides a context and a rationale for performance measurement and presents a case for the use of this information in determining growth strategies in the future. This section provides the context for interpreting the empirical results that begin in Part II.
