ABSTRACT

The starting point for the Seville Conference which gave rise to the present Report was the presentation entitled "For a Europe of civic and social rights", prepared by the Comité des Sages. In Part III, the Report distinguishes between those fundamental rights which are already contained within various international treaties and those which, while widely accepted, have not yet been agreed between the governments of the Member States. The Report recommended that the fundamental rights already incorporated in the various Treaties should simply be incorporated into a future Treaty so as to amount, in effect, to a Constitution of the European Union.
