ABSTRACT
Obama dramatically stepped up monitoring and deportation processes, taking a small programme created by Bush II in 2003 and expanded it by 3,600% by the end of his first term, leaving Donald Trump with "the most sophisticated and well-funded human-expulsion machine in the history of the country". While it may be true that Bush II's neocon hegemonic project placed more emphasis on militarist means to revolve certain domestic/international structural problems than Obama a reflection of its particular HB it is important, as the people have seen, not to overstate these differences, which were more about style than substance. Almost all the Obama changes have been at the level of packaging, argumentation, symbol, and rhetoric, classifying the strategy as "an attempt to make the core Bush approach to terrorism politically and legally more palatable, and thus more sustainable". The reality was of course that there was partisan agreement up on Capitol Hill on the desirability of Bush II’s class agenda.
