ABSTRACT

This chapter outlines the three major organisational structures responsible for co-ordinating, planning and implementing Technical and Vocational Education and Training policies in Jamaica. In response to the Advisory Committee’s recommendations, the Jamaican House of Representatives introduced an Education Bill in the early 1950s which subsequently became an Act. The staff development provided under the Canadian International Development Agency project aimed to familiarise the Jamaican lecturers at the College, with the concept of ‘entrepreneurship’. The school leavers' programme was set-up by the Human Employment and Resource Training Trust in 1983 to provide on-the-job training for young school leavers. The Jamaican government financed the development of two new courses at the Vocational and Technical Development Institute, the first of which was entitled the Cadet Training Programme, and the second a diploma in Human Resource Development. One of the major organisations to provide non-formal training is Things Jamaica Ltd which is owned by the Jamaican government.
