ABSTRACT

This chapter examines the provisions for the participation of the Russians within few privatization programmes. It argues that the distribution of the national capital vouchers took place to correspond with the age distribution for each of the ethnic groups. The chapter shows that the composition of the population and the distribution of age correspond with the Population Census in 1989. It suggests that the accounting of working years starts with the attained 18th year. The chapter argues that all Estonians in the age group 18-27 years would be credited with ten working years. The buyers of the remaining land had to be Estonian citizens or former Estonian citizens or their heirs. The law would moreover determine the procedure in ownership reform, and it would provide a basis for other legislation concerning ownership reform.
