ABSTRACT

The organization and implementation of the privatization would be undertaken by the Department of State Property, established on 1 October 1990, in cooperation with local authorities. When considering small-scale privatization as a whole, it must therefore be concluded that the differences between Estonians and Russians hardly had any significance. The chapter examines the technical provisions of the law and the consequences they had for the Russians. In regard to the Russians the most important amendment was that ‘all physical persons’ have attained 18 years of age, as well as joint stock companies and other economic associations being registered in Estonia, were rightful buyers. The motivation was stronger than a generally and emotionally negative attitude against the Russians. In addition to that came a sharpening of the restrictions for the participation of non-Estonians compared with the previous enterprise legislation.
