ABSTRACT

This part conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters. The part discusses the eight aspects include the following: these are compensation value, vouchers, land property, other forms of privatization , business and labour conditions, political, professional and social rights, citizenship, and aliens’ status. If one accepts the designation ‘special status’, it should at the same time be emphasized that special status was strongly limited by the new Language Law. In Estonia, however, the Russians attained a special status because the Russian working collectives had the right of first purchase. The Russians’ special status had therefore arisen against the will of the Estonian legislators. The Estonians have received a proportionally greater compensation value than the Russians for illegally expropriated property. The Estonians have also obtained the greater part of the value of the state-issued vouchers. Because of privatization, land had been almost exclusively allocated to Estonians.
