ABSTRACT

This part conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters. The part examines the actual consequences of privatization for the Russian population on a statistical basis and aims to determine considerable differences between Estonians and Russians. Privatization of enterprises can be divided into the state’s privatization programmes and the entire private sector. Besides that type of private enterprise which took place according to the law and was registered by the authorities there was growth in the shadow economy. Among the elements included in the shadow economy the following four elements have been appointed as the most important: corrupt officials; illegal trade with tobacco and alcohol; tax evasion; and lack of information about economic surplus. The spread of income has been pointed out to be a consequence of privatization, and the investigation has demonstrated that Estonians on average have a higher income than non-Estonians.
