ABSTRACT

This chapter aims to analyze Brazu’s position during the launching of the Uruguay Round. It describes Brazil’s alliance with India, and how the Group of 10 (G-10) radicalized its position. The chapter shows how the G-10 managed to have its main goals included in the Punta del Este Declaration. It provides an overview of the Uruguay Round and its objectives. The chapter deals with BraziTs position in two other selected sectors: tariffs and “old” issues. Through these two different areas it is possible to perceive the contradiction in Brazu’s position in the Round. The chapter discusses the reasons for Brazil’s initial position in the Uruguay Round against services. It suggests that Less Developed Countries (LDC), and, in particular, Brazil, used the concept of Special and Differential treatment to justify their position of ffee-riders. LDCs believed that ffee-trade was good for developed Countries but the LDCs should be exempted from it, because they needed to protect their infant industries.
