ABSTRACT
Although not sufficient by itself, research is necessary to stimulate technological innovation. Porter (ibid.) for example, in a study of competitive advantage of ten leading industrial nations, identified a strong R&D capability as a common and essential characteristic of an effective science and technology policy.
