Mussolini himself emphasizes in an interview in the " Svenska Dagbladet " that he regards birth-control as an error of Malthus. Mussolini speaks of an "emigrazione interna," by which he means that there are in Italy various districts which by war, declining population, general decay, malaria or other diseases, have fallen into neglect. Sardinia, parts of Sicily and Calabria are among them. Mussolini has done a great deal to create a possibility of maintaining the surplus population, and the Italian State has taken the matter in hand. A large part of the British colonial empire has come under the British Crown in the same manner. The other way to acquire colonies is by Government action, which usually consists of conquest by war. The first method is slower and less risky and is, in modern political phraseology, more respectable than acquisition by war. Italy is one of the countries of Europe in which the colonization problem is most acute.
