ABSTRACT

In the welfare services the main problems are likely to be administrative, as the unified Social Work and Social Service Departments get under way. The problem of welding staffs with very different backgrounds and extent of training into a unified service which can meet the needs of families in a comprehensive way will offer many difficulties. The problem of the relationship of these services to the related fields of education, health, social security and the administration of justice remains acute. There is also the problem of getting the means to extend the welfare services and enable them to break out of their Cinderella position, so that they can play their part in the total Welfare State pattern in the most effective way. Domiciliary care by trained social workers is often much more effective as well as much cheaper than residential care in meeting the needs of the handicapped.
