ABSTRACT

The different stages of the action model and the subsequent parallel assessment help to keep the justificatory argument focused on the task in hand, without losing sight of the overall process. The level of collective and individual autonomy and social status associated with this professional model has made it attractive for large numbers of modern occupations, although achieving effective professional structures in a changing, competitive, modern environment, is a constant struggle. The ethical rational action model can be fruitfully applied to each occupation organized on professional lines. The Commission would be staffed by people with substantive knowledge of the various professional fields, understanding of occupational sociology, social research skills, and an appreciation of the professional ethos operating in the different professions. The Commission would produce regular public reports on the scope, achievements, and problems of professionalism, as it operates nationally, and to the extent possible, internationally.
