ABSTRACT
Law governing the right to use water varies dramatically from one state to another. Laws governing pollution of water are much more unified because there is unifying federal law regulating water pollution. Both of these topics are discussed. There are two primary state systems governing the right to use water: the system of riparian rights and the system of prior appropriation. Law regulating water pollution has been significantly federalized. Navigable waters and waters as property boundaries are discussed.
