ABSTRACT

The World Trade Organization (WTO) is the ideal institution that administers an international accord on trade facilitation. It was a long and arduous journey from putting trade facilitation on the WTO agenda to concluding the Agreement on Trade Facilitation (TFA). The important events of the WTO consecutively marked the mileposts along the journey of trade facilitation. The most conspicuous component of the Bali package was the TFA. The Bali package comprises 10 draft texts – a draft Agreement on Trade Facilitation, four texts on 'agriculture' and five texts covering development and least developed countries issues. With the 'Bali package' achieved, the multilateral trading system lived up to its name. The decisions would be an important stepping stone towards the completion of the Doha Round. The Doha Ministerial Conference set the seal on a major historic event the accession of China and Chinese Taipei to the WTO.
