ABSTRACT

The Preparatory Committee on Trade Facilitation (TFA) during the first half year of 2014 reviewed and improved the TFA to a purely formal character that does not affect the substance of the Agreement. Trade facilitation ran much faster than the rest part of Doha Round negotiations, as a cheetah runs faster than other cats. The TFA also has a cheetah-like structure and the structure represented as following section: fore legs, hind legs, and tail. Head elucidates the mandates and principles that the negotiations on trade facilitation had followed. Fore legs is all about the trade-facilitative measures, as well as the mandates of regulating customs cooperation as prescribed in the Modalities for Negotiations on Trade Facilitation. Hind legs is intended to resolve the insistent concerns of the developing country Members and least developed country members about acquiring the capacity to implement the TFA. Tail consists of institutional arrangements and final provisions.
