Chapter 2 covers First Amendment issues that are important to criminal justice professionals—including the First Amendment distinction between a speaker’s conduct and the message; speech topics that lack First Amendment protection; First Amendment access to government property; and policing of parades, pickets, and other outdoor demonstrations.
