ABSTRACT

Stage 4 will enable stakeholders to objectively articulate, contrast and compare the costs and Benefits of various SubStrategies to decide if they are ‘Worth it’ and so guide subsequent investment decisions. It consists of confirming that the consolidated Worth of all the Benefits in each SubStrategy or business case is greater than the costs of all the Projects plus the costs of all the Uses in each SubStrategy (‘Global Worth’), and confirming that each and every stakeholder obtains sufficient Worth to motivate them to make their necessary contributions to implementing the strategy (‘Motivational Worth’). The chapter discusses what Stage 4 will achieve in order to support the other 8 stages. It presents a summary and explanation of the start-to-finish action sequence for Stage 4. The chapter demonstrates Stage 4 actions by using the hypothetical Pingo River water quality SubStrategy. It also provides information on the accountabilities in Stage 4.
