ABSTRACT

The group was impressed by the Planning Commission's foresight in developing the project, and the skill with which the International Fisheries Institute (IFI) has drawn up the basic specification. The IFI's summary report itself offers a positive appraisal of the project, justifying its efficiency, income-generating prospects, multiplier effects, and wider social benefits. With an estimated internal rate of return in the order of 12%, the project is an effective model for change. It challenges local people to work for progress and will go far to redress balance between this notably poor region and other parts of Arcadia. The most serious threat to the project would be well-intentioned efforts to protract and complicate what already is a simple and coherent basic plan. The sociology report notes that although the people fear the competition of new boats, they also want the project to proceed. The project management should encourage active participation by accentuating profitability of new fishing and processing operations from beginning.
