Whenever you send the army forth on a punitive campaign to exterminate an enemy, on the march you must be prepared against being intercepted; when halting, be prepared for surprise attacks; when encamped, take precautions against thieves; and in windy conditions, be prepared for incendiary attacks. If you make such preparations, you will always be victorious and never be 87defeated. A tactical principle from the Tso Chuan states: "One who is prepared will not be defeated."
