The influence of Bushmen in determining the labor supply function of the Kavango region was consistently overlooked and the reluctance of Kavango workers to participate in wage labor was usually attributed to their relative affluence, "laziness" or low morals. Head Constable Sargent was compelled to undertake two special patrols on the labor routes that year. The major labor routes followed traditional trade routes of Bushmen, and frequently the migrant workers would encounter Bushman trading expeditions en route to either the Kavango or the Police Zone. Bushman raids continued despite special police patrols and the fact that the labor organization had started to send workers back in large groups accompanied by armed guards. The headquarters of the South African Military Constabulary raised nagging questions about the shooting because when it occurred there could not have been the slightest proof that the Bushman who was killed had committed the alleged murder.
